Ingham Courthouse was designed to establish a more impressive civic streetscape and to signify government progressiveness and expansion in the post-World War II period.

The building was designed in 1948 by John Hitch, a young English architect recruited by the Department of Works in 1947.

Hitch was influenced by Scandinavian modernism and this can be seen in the understated blond timber finishes and joinery, and the precision of composition in the courtroom fittings.

The building took about five years to complete due to post-war shortages of building materials, particularly bricks. The building replaced an earlier courthouse (built 1915) on part of the site which was retained for the Police Department.
