Submissions to the taskforce

The Taskforce will review each inquiry area separately and is inviting submissions on the following ten topics. 

Your submission should take careful note of the Terms of Reference.

Due to time constraints, we cannot guarantee that submissions received after the closing dates will be considered.

We cannot investigate allegations of:

  • criminal offending—if you have information regarding criminal behaviour you should call the Queensland Police Service on 131 444 or in an emergency or life threatening situation you should call 000
  • misconduct or corrupt conduct by public servants including officers of the Queensland Police Service. If you wish to make a complaint about corrupt conduct by public servants or corrupt conduct or misconduct by officers of the Queensland Police Service you should contact the Crime and Corruption Commission on (07) 3360 6060 or 1800 061 611 or the Queensland Police Service on 131 444. If you wish to make a complaint about misconduct by a public servant you should contact the relevant Government Department or agency directly.

Confidentiality

If you would like your submission or part of your submission to remain confidential you must state this clearly in your submission. We will make every effort to respect a request for confidentiality, however:

  • DJAG may be required to provide a copy of any submission to a Parliamentary Committee; and
  • An application for disclosure may be requested under the Right to Information Act 2009 with respect to any submission made to the Taskforce.

Inquiry area one

Evidence on the impact of the legislation set out at paragraph one of the Terms of Reference (the 2013 legislation) on crime rates and community safety and examination of the decision of Kuczborski –v- State of Queensland [2014] HCA 46.  Persons wishing to make a submission are referred to paragraphs 6 and 9 of the Terms of Reference.

Inquiry area two

Legislation in other jurisdictions which targets organised crime. Persons wishing to make a submission are referred to paragraph 12 of the Terms of Reference.

Inquiry area three

All amendments in the 2013 legislation which relate to occupational and industry licensing. This includes amendments in the Tattoo Parlours Act 2013 and amendments in the 2013 legislation to the Electrical Safety Act 2002, Liquor Act 1992, Queensland Building Services Authority Act 1991, Racing Act 2002, Second-hand Dealers and Pawnbrokers Act 2003, Security Providers Act 1993, Tow Truck Act 1973, Weapons Act 1990. Persons wishing to make a submission are referred to paragraphs one, three, four and five of the Terms of Reference.

Inquiry area four

All amendments in the 2013 legislation which relate to Bail, Remand and Corrective Services.  Persons wishing to make a submission are referred to paragraph two of the Terms of Reference.

Closing date for submissions: 24 July 2015

Inquiry area five

All amendments to the Queensland Criminal Code (including the Criminal Code (Criminal Organisations) Regulation 2013) in the 2013 legislation and the Vicious Lawless Association Disestablishment Act 2013. Persons wishing to make a submission are referred to paragraphs one and two of the Terms of Reference.

Inquiry area six

All amendments in the 2013 legislation made to the then Crime and Misconduct Act 2001 (since renamed the Crime and Corruption Act 2001). Persons wishing to make a submission are referred to paragraphs one and two of the Terms of Reference.

Inquiry area seven

Miscellaneous Amendments in the 2013 legislation including amendments to the Liquor Act 1992, Police Powers and Responsibilities Act 2000, Criminal Proceeds Confiscation Act 2002, Penalties and Sentences Act 1992, Police Service and Administration Act 1990 and the Transport Planning and Co-ordination Act 1994. Persons wishing to make a submission are referred to paragraphs one and two of the Terms of Reference.

Inquiry area eight

Review ofthe Criminal Organisation Act 2009. Persons wishing to make submissions are referred to paragraph 10 of the Terms of Reference.

Inquiry area nine

The proposal for a new ‘serious organised crime offence’. Persons wishing to make a submission are referred to paragraph 7 of the Terms of Reference.

Consideration of the report and recommendations of the Commission of Inquiry into organised crime in Queensland. Persons wishing to make submissions are referred to paragraph eight of the Terms of Reference.
