Calm leadership behind Queensland’s most critical digital services: Jyoti Mehrotra’s story

Behind the digital systems that Queenslanders rely on at life’s most important moments, is a leader known for staying steady under pressure.

Jyoti Mehrotra is the IT Manager at the Queensland Registry of Births, Deaths and Marriages (RBDM), where she leads the teams responsible for keeping essential identity and life-event services secure, reliable, and accessible.

From registering a birth to applying for official certificates or supporting death registrations, RBDM’s systems sit at the centre of some of the most personal and emotional moments in people’s lives. For Jyoti, that responsibility is what gives her work meaning.

A foundation shaped by values and resilience

Jyoti attributes her calm approach to her mother, who taught her that keeping a cool head during conflict or challenge is a strength.  

She grew up in India in a family and culture that valued patience, respect, and care for others — lessons she carries into her leadership today.

After completing a degree in Electronics and Telecommunication Engineering, she began her career as a scientist working on satellite communication systems with India’s Defence Research and Development Organisation.

Migration to Australia brought new opportunities—and new challenges.

“I had to start again from the foundation,” she says. “There were cultural adjustments, language barriers, and the challenge of rebuilding my professional identity.”

Through retraining, continuous learning, and persistence, Jyoti moved into web development, solution architecture, cloud migration, and eventually leadership roles where she could guide teams and shape service outcomes.

Finding clarity in complexity

One moment helped crystallise how Jyoti thinks about resilience.

She recalls seeing an image of water flowing around stones, alongside a Hindi phrase that translates to: nothing is as pure, simple or strong as water — it keeps moving, creates its own path and sets obstacles aside.

“That image stayed with me,” she says. “It helped me understand what my father had always told me — resilience isn’t about avoiding challenges. It’s about adapting, staying true to your values, and continuing forward even when the path isn’t clear.”

That philosophy now guides how she leads in a complex, fast-moving digital environment — focusing on what can be controlled, maintaining integrity, and helping her team navigate complexity.

Supporting Queenslanders through technology

At RBDM, Jyoti leads teams responsible for digital platforms that support birth, death and marriage registrations, document verification services, and identity checks relied on across Queensland and Australia.

While much of the work happens behind the scenes, its impact is deeply human.

“Our systems support people during moments of joy, transition, and grief,” she says. “Knowing that our work makes those moments easier is a privilege.”

Looking ahead—and lifting others up

With major digital transformation projects underway, including cloud migration and system modernisation, Jyoti is focused on building services that will support Queenslanders well into the future.

She’s also passionate about encouraging more women to pursue careers in technology and the public sector.

“When women and men work together as equals, teams make stronger decisions and deliver better outcomes,” she says. “That balance benefits families, workplaces and the community.”

For Jyoti, leadership isn’t about recognition — it’s about responsibility.
