Final Prostitution Licensing Authority Annual Report 2023–24

Background

The Prostitution Licensing Authority (PLA) was established under the Prostitution Act 1999 and began operation on 1 July 2000.

On 2 May 2024 the Criminal Code (Decriminalising Sex Work) and Other Legislation Amendment Act 2024 (the Amendment Act) was passed by Queensland Parliament and commenced on 2 August 2024. The Amendment Act also repeals in full the Prostitution Act 1999, and as a result the PLA was disestablished .

Final PLA report

The PLA final report has been prepared to provide readers with a concise summary of the Authority’s activities and performance during the period 1 July 2023 to 1 August 2024. It summarises PLA’s financial and corporate performance for 2023–24 and up to its disestablishment and is an integral part of PLA’s corporate governance framework.

The Final Report provides an overview of who the PLA were and what they did at strategic and operational levels.

This report assesses the PLA’s financial and non-financial performance against the objectives and performance indicators set out in their Strategic plan 2023–27   (PDF, 323.3 KB) (as it was in force from 1 July 2023 to 30 June 2024 ).
