Births, Deaths and Marriages Registration Act 2003 Review – Discussion papers 2 & 3
The Department of Justice and Attorney-General is reviewing the Births, Deaths and Marriages Registration Act 2003 (the Act).
The Act provides for the registration of life events including births, deaths and marriages, official changes of name and sex, and other matters. The Act also governs access to information, the issuing of life event certificates, the collection and dissemination of statistical information and verification of identity.
The purpose of the review is to ensure that registration services in Queensland remain relevant and responsive to community needs and expectations. The review seeks to identify ways to facilitate the delivery of services to meet current and emerging community needs and improve the collection, management and release of information held by the Registry of Births, Deaths and Marriages (RBDM).
The public is being consulted on the review through the release of three discussion papers. Consultation on the first discussion paper has already been undertaken. This first discussion paper examined issues relevant to registration services for sex and gender diverse Queenslanders, and was released for public comment from 7 March 2018 to 19 April 2018.
The remaining two discussion papers have now been released. These papers examine key aspects of the legislation, including the functions and powers of the Registrar of Births, Deaths and Marriages, the use and disclosure of information and the registration of life events:
