Our progress

The Queensland Government has made significant progress on implementing the reform program set out by the Women’s Safety and Justice Taskforce (the Taskforce) in its reports Hear her voice – Report One – Addressing coercive control and domestic and family violence in Queensland and Hear her voice – Report Two – Women and girls’ experiences across the criminal justice system, and the reform program set out by the Independent Commission of Inquiry into Queensland Police Service responses to domestic and family violence (Commission of Inquiry).

The Taskforce Reform annual reports provide updates on the progress being made to deliver the Queensland Government response to the Taskforce recommendations.

Women's Safety and Justice Reform annual report 2022–23

Progress on Report One recommendations

The Queensland Government response focused on 9 key themes to be implemented over 4 years to bring about systemic and cultural change in responding to violence against women and children. The Taskforce recommended a staged approach to implementation and the government is delivering the reforms aligned to this.

Considerable progress has been achieved in the first year of implementation. As at May 2023, 24 recommendations have been delivered, with a further 56 commenced, and 9 scheduled to commence at a later phase of implementation (or are dependent on another recommendation being delivered first).

Progress on Report Two recommendations

Report Two from the Taskforce shone a light on the experiences of victim-survivors of sexual violence and women and girls in the criminal justice system in Queensland. Steady progress has been made in implementing priority initiatives of the government response to the Taskforce’s second report to improve support for victim-survivors of sexual violence and women and girls in the criminal justice system.

A large proportion of the response to Report Two is commencing implementation in 2023–24. We will continue to build on the work achieved to date, and improve support for victim-survivors of sexual violence and women and girls in the criminal justice system in Queensland.

Commission of Inquiry annual report 2022–23

The first annual report—Domestic and family violence reform: a pathway forward for change—outlines the implementation progress of recommendations in the first year. As at 30 November 2023, 21 recommendations have been delivered, with a further 50 commenced and 7 yet to commence.

Domestic, family and sexual violence system monitoring and evaluation framework

Queensland is delivering a major reform agenda to better address, prevent and respond to domestic, family and sexual violence (DFSV).

The Domestic, family and sexual violence system monitoring and evaluation framework (the framework) provides a consistent approach to how we will monitor, report and evaluate our reform agenda.

The framework sets out the short, medium and long term outcomes and indicators we will use to measure our progress and impact.

It supports our efforts to be transparent and accountable about how we will measure our progress and changes arising from our reforms.

A shared understanding of the impact of our reform agenda helps everyone understand what is working and what further work needs to be done.

This framework replaces the Evaluation framework for the Domestic and family violence prevention strategy 2016–2026 and the Revised indicator matrix of the Evaluation framework.

The framework aligns with the National outcomes framework 2023–2032 under the National plan to end violence against women and children 2022–2032 and contributes to Queensland’s efforts under the National Agreement on Closing the Gap.
